Starting January 1, the Department of Defense (DoD) and Department of Homeland Security (DHS) are expanding commissary, military exchange, and morale, welfare, and recreation (MWR) retail privileges to:
  • Former prisoners of war
  • Veterans with service-connected disabilities
  • Individuals approved and designated as the primary family caregivers of eligible veterans under the Department of Veterans Affairs Program of Comprehensive Assistance for Family Caregivers

HOW TO GAIN ACCESS
Veterans eligible solely under the Purple Heart and Disabled Veterans Equal Access Act of 2018
 who are eligible to obtain a Veteran Health Identification Card must obtain a VHIC from the VA to facilitate Department of Defense and Coast Guard installation and privilege access. The VHIC must display the eligibility status (i.e., Purple Heart, Former POW, Service Connected). These eligible veterans must present their VHIC to gain entry to DoD and Coast Guard installations and some commissary stores; and at point of sale at commissaries, exchanges and morale, welfare and recreation retail facilities to complete their transactions.

While not all veterans are eligible for in-person privileges on DoD and Coast Guard installations, all honorably discharged veterans are eligible for online military exchange shopping through the Veterans Online Shopping Benefit. A: Starting January 1, 2020, the Department of Defense (DoD) and Department of Homeland Security (DHS) are expanding commissary, military exchange, and morale, welfare, and recreation (MWR) retail privileges to Veterans who are Purple Heart recipients, Veterans who are former prisoners of war, all Veterans with service-connected disabilities, and individuals approved and designated as the Primary Family Caregivers of eligible Veterans under the VA Program of Comprehensive Assistance for Family Caregivers. The DoD, DHS, Defense Commissary Agency, military exchanges, and MWR are honored to welcome home these heroes.
A: Newly eligible veterans and caregivers will have access to Department of Defense and Coast Guard military resale (NEX), Commissaries, Navy Lodge and MWR retail activities.
A: The FY19 NDAA expanded patronage eligibility. DoD recognizes the service of those who endured captivity during conflict, were wounded in combat or sustained a service-connected disability and the individuals approved and designated as their caregivers under the Department of Veterans Affairs caregiver program.
A: To be eligible, a Veteran must obtain a Veterans Health Identification Card (VHIC) displaying eligibility status as either PURPLE HEART, FORMER POW or SERVICE CONNECTED. The Department of Veterans Affairs currently issues the VHIC to veterans enrolled in VA health care.
Veterans who have a zero percent service-connected disability rating and exceed the VA income threshold, and have been placed in VA Priority Group 8E, may use the Health Eligibility Center (HEC) Form H623A paired with an acceptable identification credential* for installation and benefit access. Primary Family Caregivers must have an eligibility letter from VA’s Office of Community Care.
Primary Family Caregivers will receive an official letter from the VA Office of Community Care that indicates eligibility for DoD privileges paired with an acceptable credential* (e.g. REAL ID-compliant driver’s license) for installation and benefit access.

Q. How do I determine if I am eligible to shop?
A. If you know your DOD ID and you have been honorably discharged, simply scroll up to the top of this page and click on Register. You can register by using either your DOD ID or the last 4 of your SSN + your date of birth.
Helpful Hint... Be careful when selecting your password - our criteria are strict in order to protect your account. While having one easy password that you can use across multiple sites seems appealing, it is not the most secure way to protect your online accounts. Your password for myNavyExchange.com must contain the following:
  • 8-15 characters in length
  • Must be different from your user name
  • Must contain no spaces
  • Must have at least 1 uppercase letter
  • Must have at least 1 number in it (0-9)
  • Must have at least 1 special character (examples: @, ?, [)
As an added security measure, you will need to also successfully answer the Captcha challenge. When clicking on the required item, note that even if a small piece of that item is in a square, you should click it.
Note: If you have recently separated from the service, you may be in between Active and Eligible status which may require some additional work. If you are unable to register and have recently separated from service, visit VetVerify.org to update your status in the database.

Q. What is VOSB?
A. VOSB is the Veterans Online Shopping Benefit. Since Veterans Day 2017, this benefit has offered honorably discharged service members the ability to shop via any of the military exchanges’ online sites including www.myNavyExchange.com.
This benefit is for online shopping only, and does not extend to in-store purchases or grant access to your local NEX facility.
This benefit is valid for the honorably discharged service member; it is non-transferrable and cannot be shared.
Q. Why has the online shopping benefit been extended to include Veterans?
A. Before Veterans Day 2017, 92% of all Veterans, the vast majority whom served honorably, received no military exchange shopping privilege. This proportion was even higher for recently discharged Veterans, many of whom had served multiple tours and were discharged prior to meeting the 20-year criteria for retiree status. Allowing online shopping is a way to recognize those who served honorably and allows Veterans to make a tangible contribution to the quality of life of those who remain on active duty.

VETERANS ONLINE SHOPPING BENEFIT ADDITIONAL FAQS
A: This benefit is available now! Click here to create your account on www.myNavyExchange.com
A: www.VetVerify.org will access DoD records and inform Veterans, regardless of branch of service, if their records are complete and they have the proper discharge status to qualify.
A: www.VetVerify.org will provide guidance on how to proceed to complete or correct your information.
A: The Veterans Online Shopping Benefit is now available.
A: Yes! myNavyExchange.com offers a wide variety of products that are perfect for birthdays, graduations, anniversaries or holidays. Ordering online provides the opportunity to ship your gift directly to that special person.
Orders can be shipped to valid addresses within the United States, excluding NEX store locations. Overseas delivery is only available to Hawaii, Alaska and U.S. territories with valid U.S. zip codes.
A: Yes. As with all patrons, any items purchased must be for the sole use of the authorized customer or as a bonafide gift. Merchandise purchased by authorized patrons cannot be resold or exchanged in barter and cannot be made for another individual for which you receive reimbursement.
In order to ensure items are available to all eligible patrons, NEXCOM reserves the right to limit quantities.
A: Unfortunately, the Veterans Online Shopping Benefit does not provide access to local installations; therefore delivery to the local NEX is not an option at this time.
A: Many NEX stores are physically located on limited-access bases. Access to these stores would involve logistical issues including credentials, base access and other considerations. Therefore, shopping privileges at NEX stores is not an option at this time.

A: Returns and exchanges for products purchased from www.myNavyExchange.com by VOSB eligible patrons can only be processed through our warehouse. Returns are accepted up to 45 days from date of original order.
Returning a product is EASY… Simply fill out the short form on the reverse side of the packing list that arrived with your order. Itemize what you are returning and the reason. Indicate whether you want to exchange the item for a different size or color or simply want to be credited back to the original form of payment. Place the return label on the outside of the package, enclose the completed short form with the item(s), seal the box and either bring to your local post office or hand to your postal carrier. Once we receive your return, we'll do the rest! Please allow 2-3 weeks for your return to be processed.
A: Veteran online shopping earnings will support Navy quality of life programs. Beyond additional support for these services, extending the online military exchange benefit to Veterans strengthens the benefit through improved buying power as well as better pricing and assortment for every authorized customer in the military community.
A: Yes! For previous or current customers out-processing from the military, final account details for the transition are being developed. Additional details will be provided as they become available.
For those who did not have a card while in service, they will be eligible to apply at www.MyECP.com.
A: Current U.S. Navy policy allows Veterans to purchase uniform items up to their separation rank, when accompanied with a DD-214, through the NEX Customer Care Center. Military exchange websites and online stores are unable to verify separation rank at this time.
